I am quite familiar with your car and feel altitude makes no difference here. If you are running out of fuel the problem would be worse at lower altitude. A block mounted fuel pump is great but the pump need to suck fuel through that 5/16 line. That line i a restriction and your block mounted pump would pump more fuel with a bigger tank to pump line. Your fuel filter may also be a restriction.
