15 mpg isn't bad. I suspect that most of them got around that. 232 isn't a small engine today. my 258 gets about that. and mine is a 3 spd,no PS, PB, or AC.

Float level is too high (as evidenced by the running cold with the choke wide open and worse when choke is partially engaged) which is causing the poor fuel economy unless you have an auto trans w/o O/D. My Eagle wagon with 258/727 and neutered BBD gets a steady 17 mpg. It ran like yours when I got it and got less than 14 mpg.
