Yes it is/was a styling choice of the past. The Americans in similar years have the same feature. 

It's an old car with old car styling. I agree that it makes the car look saggy-butt.  That same look once invoked speed! Times change.

(I raised the rear of my 68 American.)

Everyone with a 61-63 American now wants to move the rear end back an inch or two to more center the tire in the wheel well. The original style of having it far forward was intended to give it the look of being in motion even standing still. But as noted, styles change, and everyone want to change those to a more modern style...
